This monograph provides an overview of the status of cultural
competence development and implementation within state and
local child mental health systems over a five-year period.
It includes
a review of the types of activities and tasks undertaken
by state mental health agencies in addressing federal funding
mandates
in the area of cultural competence as well as shifting demographics
and increasing concerns for more efficient and effective
services
from state legislators and taxpayers. Shifts made by states
within their policy and administrative structures, as well
as those
changes more closely related to service delivery goals and
outcomes, are also addressed.
